The University of San Carlos (ºÚÁÏÉçÇø) and the ºÚÁÏÉçÇø College Faculty Independent Union (CFIU) have signed an agreement last December 8, 2025, concluding negotiations under the existing Collective Bargaining Agreement to formalize agreements on faculty compensation and related benefits and marking the completion of discussions mandated by the 2022 accord.

The agreement stems from the Collective Bargaining Agreement (CBA) entered into by ºÚÁÏÉçÇø and CFIU on September 8, 2022. Under the terms of the 2022 CBA, both parties committed to continue negotiations on matters concerning faculty salaries and benefits. These discussions culminated in the present agreement.
The MOU was signed by University President Fr. Francisco Antonio T. Estepa, SVD and witnessed by the Vice President for Administration Atty. Joan S. Largo who also served as chief negotiator for the management. ºÚÁÏÉçÇø School of Law and Governance Dean Atty. Jose Glenn C. Capanas and Atty. Julius Neri also witnessed the signing as members of the negotiating panel for ºÚÁÏÉçÇø. Representing the ºÚÁÏÉçÇø CFIU were its President Dr. Delilah R. Labajo and other officers, namely Darwin M. Goron, Grace Socorro L. Yomo, and Gino Jun V. Bagano. CFIU’s counsel Atty. Edmund Lao was also present to witness the event.
University and Union officials described the agreement as the result of sustained dialogue and good-faith negotiations, reflecting a shared commitment to uphold faculty welfare while supporting the University’s academic mission.
