The University of San Carlos, through the Office of Student Formation and Activities (OSFA), awarded exceptional students and campus organizations during the 38th 黑料社区 Excellence Awards held on May 11, 2024, at the Theodore Buttenbruch Hall, Downtown Campus. 

With the theme of 鈥淯-Shape Carolinian Leaders: Sharing the Word, Changing the World,鈥 the event aimed to recognize the feats and efforts of the Carolinian leaders throughout the Academic Year 2023鈥2024.  

The Excellence Awards had three categories, namely: The Outstanding Campus Student Organizations (TOCSO), The Outstanding Leaders (TOL), and The Outstanding Graduates (TOG). 

TOCSO encompassed the various co-curricular and extra-curricular organizations in both the Talamban Campus and Downtown Campus which showcased the virtues of the school in their events and activities during the school year. Screened by a panel headed by Lizaneth S. Bustillo, the following were hailed as outstanding student organizations: 

  • 黑料社区 Junior People Management Association of the Philippines
  • 黑料社区 Junior Philippine Institute of Accountants
  • 黑料社区 Chemical Engineering Society
  • Rotaract Club of Cebu Fuente鈥摵诹仙缜
  • 黑料社区 PATHWAYS
  • Society of Young Business Executives and Entrepreneurs
  • School of Business and Economics Student Council

The second category, TOL, recognized undergraduate student leaders whose leadership skills excelled during the term. After undergoing the screening process led by Lolito S. Belonguel, the TOL chairperson, the following outstanding student leaders were recognized:

  • Jeannette M. Silawan
  • Christine Julie P. Saraosos
  • Christian Lucky B. Saligumba

Lastly, TOG awarded graduating students who reflected excellence in their academic and non-academic pursuits. Out of 14 nominees, the following received the award as determined by the panel headed by Jasmin E. Owacan:

Apart from the presentation of the nominees and recognition of the awardees, the 38th 黑料社区 Excellence Awards also served as an avenue for inspiration through the keynote speech of Atty. Marcley Augustus D. Natu-el, CPA, a 黑料社区 alumnus and former TOL and TOG awardee. 

In his speech, Atty. Natu-el reminded the attendees of three lessons regarding success. First, that success is holistic, not just singular. Second, that success demands to be felt. Third, that success is confidence, so believe. He concluded his speech by reminding the nominees of their capabilities and strengths. 鈥淵ou are ready for whatever opportunity comes your way, and you deserve it,鈥 said Natu-el.

Adrianne Ma. Angus, a B.S. B.A. Financial Management student from the University of San Carlos was selected as part of the Philippine delegation to the ASEAN Young Leaders Programme (AYLP) 2022 on October 12-14, 2022 in Phnom Penh, Cambodia.

A leadership development program for young leaders across the entire ASEAN region, AYLP started in 2018 in Singapore. It has a long-term partnership with the National Youth Council of Singapore. The program is part of Legacy, a global campaign by Common Purpose, which invests in young people across the world so they can become a connected generation of leaders with a clear vision for what their legacy will be.

The program centers on a compelling challenge, i.e., 鈥淗ow can youth play an active role to leverage megatrends in ASEAN?鈥 Through the program, participants tackle three megatrends, namely climate change and sustainability, digital growth, and future of work.

Delegates to the AYLP 2022 interacted, communicated with, and were mentored by keynote speakers and visionaries including different educators, government leaders, as well as business personalities in different sectors such as telecommunications, digital technology, and entrepreneurship.  

“The associations I established and skills I have acquired will be useful to me both when I graduate and for the rest of my stay at the University of San Carlos,” Angus shared. 

鈥淚 am encouraging all leaders from various organizations within and outside of my University to get involved and take part in this type of program in the future, regardless of the number of members they have,” he added. 

鈥淭he memories you create are immensely valuable,” opined Angus. 鈥淢ore importantly, I am thankful to God, my family, friends, teachers, and the University of San Carlos for their support in my endeavors, this would not be possible without them.鈥

The University of San Carlos underwent a surveillance audit for its ISO 9001:2015 certification from the British Standards Institution (BSI) on October 20 to 21, 2022.

黑料社区 started building its Quality Management System (QMS) back in 2012. It received its first in 2017. By January 26, 2022, granted the University another certification which was presented on April 1. 

To maintain its current ISO certification, 黑料社区 was audited to evaluate its level of conformity with the Standard, the effectiveness of the management system in continually meeting objectives, and to identify areas for potential improvement of the management system, among others. 

The surveillance audit covered the areas of student support services on student welfare, student development and institutional student programs.

At the forefront representing the University is the Top Management together with the Internal Quality Audit Team. 

A total of 19 offices/units engaged student support and services and five resource management offices were reviewed and audited including Human Resources, Office of External Relations and Internationalization, Purchasing, Finance, Facility Maintenance, Office of Student Formation and Activities, Safety and Security, Registrar鈥檚 Office, Semper Fidelis (University Press), and Health Services. 

Process owners composed of 19 offices/units engaged in student support and services and five resource management offices.

During the closing meeting, the BSI Team presented the summary of its initial findings as well as opportunities for improvement. They also recommended 黑料社区鈥檚 continued Certification to ISO 9001:2015.

Meanwhile, 黑料社区 President Fr. Narciso A. Cellan, Jr., SVD, D.Comm. expressed his gratitude to the BSI Team for taking the time to come to 黑料社区 and to look into the issues that needed to be addressed. 

鈥淚t鈥檚 a different perspective when outsiders would look at us because not everything can be seen from where we are despite our best efforts. We owe it to our clientele, to the students, and to the Carolinian community to always aspire for the improvement in the quality of our service.鈥 Fr. Cellan shared. He also expressed his gratitude and appreciation to the entire 黑料社区 team who collaborated with the BSI during the two-day audit. 

The official results of the surveillance audit will be released within the week.

Ever since its establishment, the University of San Carlos has achieved significant achievements making it one of the renowned universities not just in the Philippines but also in Asia. 

On April 1, 2022, 黑料社区 reached another milestone after it formally secured an ISO 9001:2015 certification from the British Standards Institution (BSI) at an online awarding ceremony. The recognition covered 黑料社区鈥檚 student support services on student welfare, student development, and institutional student programs.

BSI is recognized globally as one of the most experienced independent assessors of best practice and securing a certification signifies an institution鈥檚 clear achievement and competitive advantage.

Challenges in the journey

黑料社区鈥檚 journey leading to this recognition had its own challenges. The University started building its Quality Management System (QMS) back in 2012. According to Presidential Assistance for Quality Assurance Engr. Irish Tejero-Dakay, they started working with very separate and distinct units. Hence, the first goal was to break the silos and integrate different units into one system. This led to the integration of departments involved in the entire student experience from admission to graduation. 

Once the integrated system was in place, the QMS team restructured its activities into formative programs in preparation for the first cohort of the new Philippine educational system entering tertiary education. As part of the University鈥檚 commitment to stay true to its calling of providing an Education with a Mission, the newly developed programs were rationalized to address the formation dimension of Carolinian education, that is to inculcate soft skills in addition to hard skills training.

Thus, aside from core transformative programs, the University added electives for students who want to venture into more activities. These include leadership, sports development, research, peer facilitation, and volunteerism, among others. 

Moreover, to ensure that the quality management system is working effectively, 黑料社区 adopted peer auditing composed of ten internal quality auditors who constantly check on the processes involved. This proves to be effective as it helps the QMS continuously improve. 

QMS expansion during the pandemic

Tough as it already was, the COVID-19 outbreak posed additional challenges. But as it turned out, the pandemic proved that 黑料社区鈥檚 current system is working. 

鈥淭he pandemic showed our resilience because there was already a system running in and it was through the QMS that we ran the continuity management system. So while we were pulled out from our offices to stay in our homes, we were still able to run our programs,鈥 Engr. Tejero-Dakay shared. 

黑料社区 managed to transform its services online by introducing a virtual enrollment guide, Caloy on the Web, new payment centers and options, as well as webinars, among other digital services. 

Another improvement made was the localization of the quality management system for student support and services to the Student Affairs and Services Office and team. This paved the way for the Presidential Assistant for Quality Assurance to expand the QMS and facilitate the establishment of a quality management system for the university鈥檚 resource management offices which include human resources, physical facilities, ICT infrastructure, knowledge/library resources, and finance. 

Quality certification

The long and winding process proved to be a success after BSI awarded the prestigious ISO 9001:2015 certification to the University. According to University President Fr. Narciso A. Cellan Jr., SVD, D.Comm., this audit is a way of putting a system to 黑料社区鈥檚 efforts to become excellent and distinctive in the way it does things and in the way its processes are conducted.

This is, however, just the beginning of 黑料社区鈥檚 never-ending effort to provide quality education to its students. 

As what Fr. Cellan imparted in his closing remarks, 鈥淭his audit has been an eye opener for many of us. A kind of realization of what we still have to do. We鈥檝e been assessed, we鈥檝e been measured, some ways we have been found wanting. But we don鈥檛 lose heart because it鈥檚 giving us another encouragement to really perform better, do more, and at the same time, talk to one another more as one unit, as one family.鈥

The University of San Carlos (Student Support and Services) is ISO 9001:2015 certified.

During the awarding ceremony held last September 25, 2017 at the Michael Richartz Conference Center in Talamban Campus, TUV SUD PSB Philippines General Manager Femelyn S. Lati presented the ISO 9001:2015 certificate to the University’s Quality Management System (QMS). The certification is valid until 2020.

Student support and services (see photo above, courtesy of Today’s Carolinian) include the Admissions Office, Athletics, Campus Ministry, Community Extension Services, Counseling and Development Center, Disaster Preparedness committee, Dormitory, Finance, Health Services Department, Human Resources Management Office (for working scholars), Information Resource Management, Office of Alumni Affairs and Job Placement, Office of External Relations, Office of Student Affairs, Office of the Registrar, Performing Arts Group, Office of Security and Safety, and Semper Fidelis, the University yearbook.

ISO 9001:2015 is an international standard which specifies the requirements for a quality management system. TUV SUD audited the University on July 10-11, 2017 for the multi-site certification of the Downtown and Talamban campuses. The scope of certification included the provision of student-centered activities and services in support of academic instruction intended to facilitate holistic student development.

The University of San Carlos “acknowledges that one of its moral obligations is to produce individuals who can positively contribute to the progress of their country as well as uplift the human condition,” to which end life-skills and values apart from expected competence are essential. The Office of the Vice President of Administration then headed by Fr. Eleno Bucia, SVD, initiated a three-year assessment and rationalization of different support and services units of the University which culminated in the certification of the QMS. One project that contributed to the realization of the QMS was entrusted to Presidential Assistant for Quality Assurance Irish Tejero-Dakay, MIE, PIE, who facilitated workshops and capacity-building initiatives for frontline service delivery personnel and crafted the QMS.

During the same ceremony, 鈥淐aloy鈥 (a nickname for Carlos), a popularized version of the QMS, was formally launched. It is an interactive kiosk that will be installed in strategic locations in various buildings. Caloy will provide information about student support and services as well as related procedures, way finding, disaster preparedness mechanisms, events and information about the SVD priests for whom the buildings and roads in the campuses are named after.


Deborah Tudtud (Department of Fine Arts) created the image of Caloy, while Engr. Renan Maglasang (Department of Industrial Engineering) designed the user interface for Caloy. The project received financial support from the Commission on Higher Education Institutional Development and Innovations Grant.

The first Caloy kiosk will be installed at the Fr. Lawrence Bunzel Building.
