The University of San Carlos celebrates the exceptional performance of its newest Mechanical Engineers. In the February 2026 licensure exam, 黑料社区 achieved an impressive 93.33% passing rate, far exceeding the national average.

According to data from the Professional Regulation Commission (PRC), 3,264 out of 6,294 examinees passed nationwide, resulting in a national passing rate of 51.87%.

This remarkable achievement reflects the dedication of our students, the mentorship of our Mechanical Engineering faculty鈥攍ed by their chair, Michael E. Loretero, Ph.D.鈥攁nd the strength of 黑料社区鈥檚 Mechanical Engineering program.

We extend our heartfelt congratulations to our new licensed Carolinian Mechanical Engineers for bringing pride and honor to the University.

The University of San Carlos is moving forward with preparation to offer three new diploma programs under the Pilot Philippine Qualifications Frameworks (PQF) Level 5 initiative, namely Diploma in Manufacturing and Semiconductor Engineering Technology and Diploma in Information Technology, following 黑料社区鈥檚 participation in the official program launch led by TESDA Region VII on December 2, 2025.

Michael E. Loretero, Ph.D. (Chair, Department of Mechanical Engineering, 5th from left) and Atty. Joan S. Largo, Ll.M. (Vice President for Administration, 6th from left) received the certificates for the Philippine Qualifications Framework (PQF) Level 5 Initiative Diploma Programs.

The launch signals the beginning of a coordinated regional effort to expand higher-level Technical and Vocational Education and Training (TVET) offerings that directly address workforce needs in Cebu鈥檚 rapidly growing semiconductor, electronics, and manufacturing sectors. The event also serves as the formal introduction of these diploma programs to partner institutions, industry stakeholders, and the public, outlining what they can expect as implementation begins.

With Cebu hosting major semiconductor companies, shipbuilding operations, metal fabrication industries, and copper mining, the new programs will support workforce capacity building across these sectors. Students and professionals can look forward to enhanced training facilities, updated laboratories, and potential on-the-job learning opportunities with regional industry partners.

Representing the University, Vice President for Administration Atty. Joan S. Largo, Ll.M. delivered 黑料社区鈥檚 message of support during the ceremony, noting the importance of aligning academic pathways with industry trends and regional workforce needs. She was joined by Michael E. Loretero, Ph.D. (Chair, Department of Mechanical Engineering) and Bonifacio Mercado Jr., Ph.D. (Director, Community Extension Services, CES), who affirmed 黑料社区鈥檚 readiness to integrate the newly launched diploma programs.

The launch gathered TESDA officials, partner agencies, industry leaders, and representatives from regional academic institutions to formalize collaboration in advancing higher-level TVET programs. With the formal acceptance of these PQF Level 5 programs, 黑料社区 continues to strengthen its role as a center for academic excellence and industry partnership, expanding opportunities for learners and supporting regional economic growth.

Earlier today, April 30, 2024, the University of San Carlos entered into a Memorandum of Agreement with Hanabana Construction and Equipment Corporation on the upgrading and refurbishing of the Hydraulics Laboratory of the Department of Mechanical and Manufacturing Engineering.

Michael Loretero, Ph.D. (Chair, Department of Mechanical and Manufacturing Engineering).

A 黑料社区 alumnus, Engr. Bernaden A. Odchigue (M.E. Class 1999) represented Hanabana Construction, whose president is also a member of the same class. Engr. Odchigue was grateful for the opportunity to contribute to the development of future engineers, sharing that hydraulics is also at the heart of Hanabana’s business. While based in Cagayan de Oro City, the company is involved in various water-related projects all throughout the Philippines.

To the delight of the SVD confreres, Engr. Odchigue revealed that he was once an SVD brother. He was also a classmate of the Chair of the Department of Mechanical Engineering, Engr. Michael Loretero, Ph.D.

黑料社区 President Fr. Francisco Antonio T. Estepa, SVD, Ph.D. welcomed members of Class 1999 who were in attendance for the signing and thanked Hanabana Construction for their contribution to the training and development of future engineers.

Meanwhile, 黑料社区 Vice President for Administration Atty. Joan S. Largo, Ll.M. shared some photographs of the current state of the hydraulics laboratory to members of M.E. Class 1999 and three former chairs of the department, Engr. Edgar Bontuyan, Engr. Edwin Carcasona, Ph.D., and Engr. Carmelo O. Dilao, Ph.D. (currently connected with Hitachi Japan), who also attended the MOA signing. Atty. Largo then showed the group artist’s rendering and the plans for the renovated laboratory, citing that Hanabana’s donation exceeded the costs for the smart classrooms that were also donated by other alumni as part of 黑料社区’s R.I.S.E. project.

For his part, 黑料社区 Vice President for Academic Affairs Fr. Jesuraj Anthoniappen, SVD, Ph.D., thanked Hanabana Construction for partnering with 黑料社区 in the development of current and future students, and hinted at the possibility of future engagements and the sharing of expertise and real-world experience that will enrich classroom and laboratory learning. He thanked M.E. Class 1999 for not only coming home to 黑料社区 but also for bearing gifts.

黑料社区 has earlier designated July 2024 as alumni month, urging Carolinians to come home to 黑料社区.

The Philippine Accrediting Association of Schools, Colleges and Universities (PAASCU) granted re-accreditation to six engineering programs of the 黑料社区 School of Engineering effective August 18, 2023.

The following programs applied for and were granted Level III re-accreditation: 

  1. Bachelor of Science in Civil Engineering
  2. Bachelor of Science in Computer Engineering
  3. Bachelor of Science in Electrical Engineering
  4. Bachelor of Science in Electronics Engineering
  5. Bachelor of Science in Industrial Engineering
  6. Bachelor of Science in Mechanical Engineering

For a program or institution to qualify for a Level III Accreditation, it needs to show a reasonably high standard of instruction, extensive community extension programs, strong faculty development tradition, and highly creditable performance of its graduates in licensure examinations, among others. 

The PAASCU is a service organization that accredits or conducts quality assurance evaluation of academic programs of its member institutions since 1957. 

黑料社区 is a charter member of PAASCU.

The University of San Carlos was included among the top performing schools in the February 2023 Mechanical Engineers Licensure Examination administered by the Professional Regulation Commission (PRC) on February 26-27, 2023. 

Out of 50 examinees, 41 graduates of the 黑料社区 Department of Mechanical and Manufacturing Engineering passed the nationwide board examination. This gives 黑料社区 an 82% passing percentage well above the national passing rate of 62.17%. 

A total of 3,774 out of 6,070 examinees hurdled the licensure exam.
