The University of San Carlos signed two MOUs with the University of Osaka on March 3, 2026, to bolster research and student mobility.

Fr. Francisco Antonio T. Estepa, SVD, Ph.D., President of the University of San Carlos, and Glenn G. Glarino, Ph.D., Dean of the 黑料社区 School of Arts and Sciences, signed a Memorandum of Understanding (MOU) with Yamamoto Yoshiki, Dean of the Graduate School of Humanities, and Tsutsui Sayo, Dean of the School of Foreign Studies of the University of Osaka. This agreement facilitates student and faculty exchanges alongside collaborative research.

A Memorandum of Understanding (MOU) was also inked with the University of Osaka Institute of Laser Engineering, signed by Director Kodama Ryosuke to focus on joint lectures and information sharing.

The ceremony was witnessed by Professor Gyo Miyahara, Ph.D. of the Graduate School of Humanities; Professor Noriko Chikumoto, Director of the Quadruple Matrix Center, Institute of Laser Engineering; and Professor Nobuhiko Sarukura, faculty member of the Institute of Laser Engineering at the University of Osaka. Department of Anthropology, Sociology, and History faculty member and Center for Social Research and Education head Zona Hildegarde S. Amper, Ph.D. recently returned from an exchange program in Osaka.

These agreements aim to promote cooperation and academic exchange.

By fostering these global partnerships, both institutions remain committed to the Sustainable Development Goals (SDGs) as a framework for improving human lives.

The University of San Carlos School of Education (黑料社区 SEd) continues to expand its global聽 footprint following a highly successful series of academic engagements at Chiba University (CU) and Shikoku University (SU) in Japan in February 2026.

The 黑料社区 delegation played a prominent role in the activities of the Spring Institute of Asia and the ASEAN Center of Educational Research, where several Science Education (Sc.Ed.) students showcased their scholarly work during the International Research Session on February 8, 2026.

Among the student representatives were graduate students Williza M. Cordova and Jorome C. Tolete, who participated in the prestigious Sakura Science Exchange Program administered by the Japan Science and Technology (JST) Agency. They were joined by Ph.D. Sc.Ed. student Lucky Faith B. Guisando, who represented 黑料社区 in the Twin College Envoys (TWINCLE) Exchange Program with the support of the Japan Student Services Organization (JASSO). 

Leading the delegation鈥檚 professional engagements were Dr. Rolando V. Obiedo (Dean, 黑料社区 SEd) and Dr. Rita May P. Tagalog (Coordinator, SEd Linkages and Internationalization) who participated in the Annual Meeting of the Asia and ASEAN Center for Educational Research. Dr. Obiedo presented his latest research findings during the meeting, while Dr. Tagalog contributed her expertise as a panelist during the International Research Session.聽

Their active participation underscores 黑料社区鈥檚 leadership in shaping educational research trends within the ASEAN and Asian regions. (黑料社区 SEd also participated in last year鈥檚 TWINCLE program, see related story, while 黑料社区 Pharmacy students participated in the Sakura program in 2023, see related story.)

Beyond the conference rooms of Chiba University, the mission extended to Tokushima Prefecture for a strategic visit to Shikoku University. This leg of the trip was dedicated to finalizing the upcoming student exchange program for 黑料社区 SEd undergraduate students.

The visit included an extensive ocular inspection of campus facilities and dormitories. According to Dr. Tagalog, the discussions with Shikoku University officials focused on strengthening bilateral ties and exploring new avenues for  internships and teacher-education collaborations. 

This mission marks another significant milestone in 黑料社区 SEd鈥檚 commitment to providing faculty and students with transformative international experiences and fostering enduring academic partnerships across Asia.

The University of San Carlos, through the Department of Marine Biology, sent three B.S. Marine Biology students to the National Sun Yat-sen University (NSYSU) in Kaohsiung City, Taiwan, for a specialized research training held from January 10鈥19, 2026.

Edwina Grace L. Escobido, Renz Nico A. Estorba, and Franco Reece L. Englis were hosted by the Marine Ecology and Evolution Laboratory under the guidance of Dr. Hsiu-Chin Lin, a professor at the Department of Marine Biotechnology and Resources and Chair of the Institute of Marine Ecology and Conservation. 

The students were also supported by 黑料社区 alumnus Dr. Lorenzo C. Halazan, who currently serves as a postdoctoral fellow at NSYSU鈥檚 Department of Marine Biotechnology and Resources, further strengthening the ties between the two institutions.

This international exposure is part of the university鈥檚 ongoing partnership with NSYSU. By engaging in hands-on learning within an international academic environment, these Carolinians gained expert insights and fresh perspectives that will be pivotal in the completion of their research on Cephalopod systematics.聽

Through these global collaborations, the 黑料社区 Department of Biology continues to provide its students with world-class opportunities, ensuring they remain at the forefront of scientific discovery and marine conservation.

Five student delegates represented the University of San Carlos (黑料社区) Department of Pharmacy in an international academic exchange program with Walailak University (WU) last January 12鈥撯23, 2026, in Nakhon Si Thammarat, Thailand.

The 黑料社区 delegation was composed of Master of Science in Pharmaceutical Sciences student Stan Matthew S. Taylaran and Bachelor of Science in Pharmacy students Maxine Alyssa A. Gemeniano, Loraine Faith S. Bardelas, Nina Francesca F. Quimbo, and Reina Zosien D. Longakit. They were accompanied by Department of Pharmacy faculty members, Asst. Prof. Yolanda C. Deliman and Mark Ni帽o B. Melgo.

Throughout the two-week visit, the delegates were immersed in cutting-edge research and in the various fields of pharmacy practice in Thailand. Among the sites they toured were Walailak University Hospital, Tha Chang Hospital, Ban Ton Liap Health Promoting Hospital, and local community drugstores. The experience promoted intercultural awareness, as well as meaningful information exchange in general healthcare and pharmacy practice.

Apart from exposure to local culture and pharmacy practice, the students also participated in lectures and laboratory classes of WU School of Pharmacy. Moreover, they were involved in research immersion activities, during which each student had the great opportunity of working under the tutelage of different professors with varying areas of expertise, including pharmacognosy, immunohistopathology, pharmaceutical technology and instrumentation, organic synthesis, drug formulation and analysis, and oncology.

This year鈥檚 academic and cultural exchange program with Walailak University marks the fourth run since its establishment in 2023. Since then, research collaboration between the students and faculty of both universities has greatly expanded, promoting research capacity building and strengthening the purpose of this international linkage. More importantly, this exchange marks another step towards the boundless growth of pharmacy education, affirming 黑料社区 Pharmacy鈥檚 efforts in fostering students鈥 professional advancement and holistic development through international exposure.

The University of San Carlos welcomed Belgian hydrogeologist Prof. Pascal Goderniaux of the University of Mons for a lecture and hands-on groundwater modeling workshop held at the Talamban Campus on October 20, 2025.

Undergraduate and graduate students along with practicing civil engineers attended the lecture-workshop (see photo below) for a day of technical learning and knowledge exchange.

Prof. Goderniaux, an expert in groundwater protection and numerical modeling who currently co-chairs the Groundwater working group of the International River Scheldt Commission, presented European best practices in safeguarding aquifers from contamination. His lecture underscored the importance of integrated water resource management, policy-backed protection strategies, and the critical role of scientific modeling in environmental decision-making.

Participants were introduced to Belgium鈥檚 approaches to groundwater sustainability, with particular focus on pollution prevention and long-term aquifer resilience.

The workshop portion equipped attendees with practical skills in groundwater modeling software, featuring guided exercises on model setup, calibration, and scenario analysis鈥攃ompetencies essential for assessing groundwater flow and contaminant transport in complex hydrogeologic systems.

The activity forms part of the ARES-CarAqCol research development project, a collaborative initiative among Belgian universities, the 黑料社区 Water Resources Center Foundation, Inc., and the 黑料社区 School of Engineering. The project aims to strengthen local capacity in groundwater science and foster international cooperation in addressing water resource challenges in the Philippines.

By linking advanced academic research with real-world application, the lecture highlighted the value of cross-border collaboration in advancing sustainable and science-informed water management.

UNITEN is a private higher education institution wholly owned by Tenaga Nasional Berhad, Malaysia鈥檚 largest electricity utility. It is known for its specialized programs in engineering, information technology, business management, and related disciplines. The university is also actively involved in research initiatives in sustainable energy management and engineering, as well as in the development of industry-aligned innovations.

Through the MOU, 黑料社区 and UNITEN aim to strengthen academic and research collaboration, particularly in areas where both institutions share expertise and institutional priorities. The agreement outlines joint initiatives that include collaborative research, knowledge-sharing activities, and joint applications for research grants. It also creates opportunities for postgraduate cooperation, including the co-supervision of Master鈥檚 and Ph.D. projects.

The partnership further opens avenues for student and faculty exchange, as well as internship and on-the-job training placements, allowing both institutions to promote mobility and experiential learning that reflect real-world contexts in energy and engineering sectors.

The University of San Carlos signed a memorandum of understanding with Saga University鈥檚 Institute of Ocean Energy on October 13, 2025 at the Fr. Harold Rigney Hall in the Fr. Lawrence Bunzel Building in Talamban Campus.

The ceremony was highlighted by the presence of Hon. Hideaki Matsuo, Consul General of Japan in Cebu, as well as Department of Science and Technology (DOST) Regional Office VII Director Dr. Tristan L. Abando, who gave messages of support for the partnership.

While reflecting on the long standing friendship between Japan and the Philippines, Consul General Matsuo remarked that this was a 鈥減artnership for the future鈥 where clean energy can be harnessed from the oceans to benefit humanity. Consul Matsuo hoped that the partnership will help convert 鈥渢he power of the ocean to the power of progress.鈥

For his part, Dr. Abando congratulated the University for forging this partnership and committed the full support of the DOST to future projects arising from this initiative. Dr. Abando emphasized that this initiative “resonates strongly with DOST’s mission to harness science, technology, and innovation for sustainable development.”

University President Fr. Francisco Antonio T. Estepa, SVD, Ph.D. signed the MOU for 黑料社区 while Director of the (IOES) Prof. Yasuyuki Ikegami signed for Saga University.

In his acceptance speech, Prof. Ikegami remarked that Japan is an island nation similar to the Philippines and urged the University to make this a 鈥渘ot just a memorandum of understanding, but a memorandum of doing鈥 of action and shared achievements.鈥 He valued the partnership, citing an African proverb, 鈥淚f you want to go fast, go alone. If you want to go far, go together.鈥

The partnership will embark on joint research projects on ocean thermal energy conversion, wave energy, marine current, offshore wind, and tidal power generation among others. 黑料社区鈥檚 School of Engineering (SOE) will also have faculty and student exchanges with IOES, according to SOE Dean Dr. Rosana J. Ferolin.

The University of San Carlos (黑料社区) welcomed students and faculty from Thailand and Indonesia for the 2025 Student and Faculty Exchange Program, held from April 27 to May 10, 2025 in Cebu City. The program was organized by 黑料社区鈥檚 Department of Pharmacy and brought together delegates from Walailak University (WU) in Thailand and Universitas Jember (UNEJ) in Indonesia.

WU sent four students鈥擯unnanut Thongprim, Thanamate Watthanasatitchote, Dendani Junladach, and Alicha Kersang鈥攁long with professors Dr. Aungkana Chuaychai and Dr. Pornpak Sirathanarun. UNEJ was represented by students Rinad Alamanda Putri and Cheryl Areta Pasaribu, accompanied by Professor Hery Diar Febryanto.

The delegates were welcomed by 黑料社区 President Fr. Francisco Antonio T. Estepa, SVD, Ph.D. (seated, center), Vice President for Academic Affairs Fr. Jesuraj Anthoniappen, SVD, Ph.D. (seated, 3rd from right), and Vice President for Administration Atty. Joan S. Largo, Ll.M. (seated, 2nd from right), and Pharmacy Chair Florencio V. Arce Jr., Ph.D. (seated right).

During their stay, the international students joined 黑料社区 classes in Clinical Pharmacy, Therapeutics, Pharmacognosy, and Pharmaceutical Marketing. They also worked alongside local students in research laboratories, engaging with drug development projects supported by the Department of Science and Technology.

The program included exposure to real-world practice through visits to community pharmacies, hospital pharmacies (see photo below), and pharmaceutical manufacturing facilities. At one cancer treatment center, the visitors observed the preparation and administration of oncology medicines, providing them with a deeper understanding of specialized pharmacy care in the Philippine healthcare system.

The exchange program continued in Jember, Indonesia, when the 黑料社区 delegation visited Universitas Jember on June 2, 2025. 黑料社区 students and faculty attended lectures in Biotechnology, Pharmaceutical Management, Agro-Pharmapreneurship, and Medicinal Chemistry, and observed student research presentations, giving them insight into how pharmacy education is carried out in another academic setting.

黑料社区 participants also joined a community outreach activity in Desa Androngrejo, a village supported by Universitas Jember. They were introduced to jamu, Indonesia鈥檚 traditional herbal medicine, and learned how remedies such as aloe vera and turmeric drinks are prepared and used for health purposes. Alongside this cultural activity, the 黑料社区 students conducted basic health screenings for villagers, including blood sugar, cholesterol, uric acid, and blood pressure tests.

Faculty members from all three universities contributed to the academic exchange by giving lectures on advanced topics. In Cebu, visiting professors shared research on RNA-based therapies and laboratory testing methods, while in Jember, 黑料社区 faculty discussed pharmacokinetics, cosmetic product safety, and innovations in drug delivery systems.

By combining academic learning, cultural exchange, and community service, the program gave students and faculty a broader perspective on pharmacy practice. It strengthened ties among the three universities and emphasized the value of international collaboration in preparing future healthcare professionals.

The University of San Carlos (黑料社区) entered into a Memorandum of Agreement (MOA) and Memorandum of Understanding (MOU) with the Asian Institute of Technology (AIT) on May 22, 2025, in Thailand.

Under the MOU, both parties agree to establish an International Unified Bachelor鈥檚-Master鈥檚 Degree Program and a Dual Master鈥檚 Degree Program. It also covers joint-sponsored research projects, student internships, faculty and staff development, and international workshops and conferences. 

The joint initiative will promote 黑料社区 and AIT cooperation among Filipino students and international students. The unified program will also offer faculty members and researchers in both institutions to collaborate more closely for both undergraduate and graduate programs through co-advising senior capstone projects and master鈥檚 theses, conducting joint research, and faculty staff exchange. 

The Asian Institute of Technology is a Thailand-based international institute of higher learning that focuses on advanced learning in engineering, science, technology and management, research, and capacity building. 

By partnering with AIT, the University of San Carlos aims to further strengthen its academic, research, training, and faculty development activities.

Three students and two professors from the Faculty of Pharmacy of Okayama University, Japan visited the University of San Carlos Department of Pharmacy on聽 February 16-19, 2025.

The Japanese students experienced local pharmacy education as they were immersed in lecture and laboratory classes. They also saw how pharmacy is practiced in different industries as they visited a local health center, community drugstore, and a tertiary hospital in Cebu.

The partnership between 黑料社区 and Okayama University has been ongoing since 2017, and was initially established through the Sakura Science Exchange Program. 

To date, both institutions continue to collaborate in academic and cultural exchange outside of the program.
