The Office of the President of the Republic of the Philippines announced the appointment of 黑料社区 alumnus Commodore Vicente Cejoco as the new chairperson of the Professional Regulatory Board for Electronics Engineering while Engr. Adonis Q. Talabo, another 黑料社区 alumnus, was appointed as a member of the same Professional Regulatory Board.听

Cejoco is new Electronics Board chairperson

Cejoco graduated from the University of San Carlos Boys High School, Cebu City, and pursued a Bachelor of Science in Electronics and Communications Engineering at the University of the East, but his path changed when he decided to join the Philippine Military Academy (PMA), where he obtained his Bachelors of Science in General Engineering in 1982. He then joined the Philippine Navy as an officer.

He pursued extensive higher education taking the following degrees: 

  • Master of Science in Management Engineering (1986鈥89) 鈥 Saint Louis University, Baguio (Full Scholar, PMA Faculty Development Program)
  • Bachelor of Science in Electronics and Communications Engineering (1992鈥95) 鈥 Central Colleges of the Philippines
  • Master of Science in Electronics and Communications Engineering (1997鈥2000) 鈥 De La Salle University, Manila (Full Scholar, AFP Provident Trust Fund Scholarship Program)
  • Master of Science in Electronic Warfare Systems Engineering (2000鈥02) 鈥 Naval Postgraduate School in Monterey, California, USA (Full Scholar, US International Military Education and Training Program)

Cejoco also completed various short courses, such as: 

  • Project Management Course 鈥 Asian Institute of Management, Makati (1995鈥96)
  • Applied Microwave Communications Course (1996) 鈥 Telekom Training College, Multimedia University, Kuala Lumpur, Malaysia (ITU-MTCP Scholarship Program)
  • Radio Spectrum Management Course for Broadband Infrastructure (2019) 鈥 Telecommunications Engineering Center in Shinigawa-ku, Tokyo, Japan (Full Scholar, Japanese Government and Asia-Pacific Telecommunity)

His military career (1978鈥2016) highlighted his leadership as an AFP Communications Electronics Officer, with nine years as Commander and twelve years in staff roles. His eight and a half years of shipboard duty with the Philippine Navy included his first three and a half years as a Presidential Service Officer aboard the BRP ANG PANGULO TP-777. 

He also held junior officer positions, commanded three combatant naval vessels (PG-394, AW-33, PS-22), and served as Executive Officer on two capital ships (PF-11, PS-70), performing maritime sovereignty patrols, resupply missions, combat support, and law enforcement in the West Philippine Sea, Palawan, Scarborough Shoal, Visayas, and Southern and Eastern Mindanao. 

His academic career spanned 26 years, including six years as an instructor and COMMEL Company Commander at the Philippine Military Academy (PMA), where he taught Applied Electronics, Weapon Systems Design, Combat Comms, Electronic Warfare, Signal Intelligence and Cryptology to cadets from PMA classes 1987 to 1995. 

From 2019 to 2022. he was appointed as Assistant Secretary at the Department of Information and Communications Technology (DICT). In consultancy roles, he served as a Highly Technical and Cybersecurity Consultant for the Office of the President, Malaca帽ang (2019) and as a consultant for APO Production Unit Inc., under the Presidential Communications Office (Oct. 2023鈥揂pr. 2024).

Cejoco is a multi-awarded professional, both in military service and Electronics Engineering Practice. He has earned two Distinguished Service Star (DSS) Medals for leadership roles in the AFP and an Outstanding Achievement Medal (OAM) for enhancing ICT infrastructure in PMA camps and authoring the AFP Signal Corps Handbook. 

In 1990, he was awarded the Most Outstanding AFP COMMEL Officer of the Year for telecommunications advancements. Twenty years later, he received the 2010 IECEP Outstanding Electronics Engineer of the Year for innovations in ICT and maritime surveillance. 

He is also a recipient of the 2012 黑料社区 Most Outstanding Alumnus Award (Techno-Scientific Field) from the University of San Carlos for achievements in technology and education. Lastly, he received the 2016 PMA Alumni Association Cavalier Award (Techno-Scientific Field) for contributions to the Signal Corps, academia, and the electronics industry.

Engr. Talabo appointed board member

On the other hand, Engr. Adonis Q. Talabo, another 黑料社区 alumnus, was appointed as a member of the same Professional Regulatory Board. A graduate of BS in Electronics and Communications Engineering and Master of Engineering from the University of San Carlos, Engr. Talabo is also a Professional Electronics Engineer (PECE), an ASEAN Chartered Professional Engineer (ACPE), and an ASEAN Engineer (AE).

He has more than 25 years of professional working experience in the field of Electronics Engineering, particularly in the Private Sector, managing multi-million projects and also in the Government Sector as an academician

Engr. Talabo is a multi-awarded Professional here in the Philippines and abroad. He was a recipient of the 2019 Outstanding Professional of the Year Award (OPYA) in the field of Electronics Engineering, the highest award bestowed upon a professional by the Professional Commission Regulation (PRC). 

Currently, he is a member of the Board of Regents of Southern Leyte State University (SLSU) and Chairman of the Engineering Code Committee of the Institute of Electronics Engineers of the Philippines (IECEP Inc).

He is the main author of the proposed CCTV Code of the Philippines, approved by the Institute of Electronics Engineers of the Philippines (IECEP Inc) general membership, during the 71st Midyear Convention 2021. He is also a co-founder and former governor of IECEP-Qatar in 2015 and former Chairperson of the Philippine Professional Organization Qatar (PPO-Q) in 2021. 

Lastly, Engr. Talabo is the founder of Axiom Continuum Solution Inc., a company specializing in Electronics Security Systems (ESS), Information and Communication Technology (ICT), and Telecommunications.

Electronics and Computer Engineering students and faculty members received three Best Paper Awards during the Institute of Electronics Engineers of the Philippines (IECEP) Engineering Research Conference (ERC) on October 20-21, 2023 at the Golden Peak Hotel, Cebu City. 

Ochia (left) won awards for Best Paper for Practical Applications as well as Best Presentation. Mallorca (center) and Celia (right) also won Best Paper awards at the Institute of Electronics Engineers of the Philippines (IECEP) Engineering Research Conference (ERC) 2023.

The Philippine Accrediting Association of Schools, Colleges and Universities (PAASCU) granted re-accreditation to six engineering programs of the 黑料社区 School of Engineering effective August 18, 2023.

The following programs applied for and were granted Level III re-accreditation: 

  1. Bachelor of Science in Civil Engineering
  2. Bachelor of Science in Computer Engineering
  3. Bachelor of Science in Electrical Engineering
  4. Bachelor of Science in Electronics Engineering
  5. Bachelor of Science in Industrial Engineering
  6. Bachelor of Science in Mechanical Engineering

For a program or institution to qualify for a Level III Accreditation, it needs to show a reasonably high standard of instruction, extensive community extension programs, strong faculty development tradition, and highly creditable performance of its graduates in licensure examinations, among others. 

The PAASCU is a service organization that accredits or conducts quality assurance evaluation of academic programs of its member institutions since 1957. 

黑料社区 is a charter member of PAASCU.

A group of Electronics and Communication Engineering (ECE) students from the University of San Carlos won several awards in the academic competitions sponsored by the Institute of Electronics Engineers of the Philippines-Cebu Student Chapter (IECEP-CSC) held on September 16, 2023, in SM City Cebu.

Second-year students Neil Christian Bolotaolo, Kenn Loyd Pepito, and Donald Emmanuel Arnibal were declared back-to-back champions in the Math Olympiad. 

Meanwhile, 4th-year students David Noel Tan and Rey Marc Oro together with Mark Joshua Ares and Charles Sosme帽a (B.S. E.C.E. 3) grabbed the 2nd place in the Electronics Elite contest. 

In addition, Tan, Oco, Ares, and Sosme帽a placed 3rd in the IECEP Quiz Bowl. 

This year鈥檚 theme, 鈥淐urrents of Genius: Illuminating Electronics Engineering Academic Excellence,鈥 was designed to strengthen the ECE field and to promote Electronics Engineering in this highly competitive world. 

The IECEP-CSC competition was held under the supervision of its professional organization, IECEP Cebu Inc. 

The Carolinian team was coached by Engr. Alberto S. Ba帽acia.

Cyville A. Avenir, a graduate of Electronics and Communications Engineering at 黑料社区, ranked 4th with an 87% rating in the April 2023 Electronics Technician (ECT) Licensure Examination administered by the Professional Regulation Commission (PRC). The results were released on April 26, 2023. 

Cyville A. Avenir placed 4th in the 2023 Electronics Technician Licensure Examination.

Aside from the ECT results, the PRC also released the list of successful passers for the Electronics Engineer (ECE) Licensure Exam. 

Overall, 983 out of 2,935 examinees hurdled the ECE board while 1,641 out of 2,227 takers successfully passed the ECT examination.

A team of Carolinian students composed of B.S. Electronics Engineering students was first runner-up during the Intercollegiate Quiz Bee of the 25th SquEEEze: The National EEE Competition and Convention held online December 4, 2022. 

Wilbert Angelo J. Bedanio, Byron John M. Gillana, and Nico Louis E. Ubas represented the University of San Carlos with the guidance of their coach, .

SquEEEze is a flagship event of the UP Circuit, an academic, non-profit, and non-political organization based in the Electrical and Electronics Engineering Institute of the University of the Philippines Diliman. 

The competition is the only national intercollegiate Electrical and Electronics Engineering quiz show in the Philippines that aims to promote academic excellence in the field of Computer, Electrical, and Electronics and Communications Engineering. 

Thirty-six teams from different schools in the country joined the written elimination round on November 27, 2022. Three days after, nine teams including the Carolinian contingent were announced as semifinalists that competed again for the top five slots in the final round. 

The last two rounds of the contest were oral quiz bees. The battle for wits and brilliance ended up with 黑料社区 placing first runner-up.

黑料社区鈥檚 Electronics and Communications Engineering students won major awards in the National Students Summit held on November 21 to 26, 2021. 

Sophia Dianne K. Bernardo, Mike Wenmar Y. Payo, Rochel V. Valle bagged the first place in the Programming Competition besting five different Student Chapters all over the Philippines. The team, which also won the top prize in the Cebu leg of the competition (), was coached by Engr. Ellen Agnes M. Zafra.

Bernardo and Payo, under the mentorship of Engr. Joseph Karl G. Salva also won in the Undergraduate Research Competition. Their research, “QR-based Personal Data Collection System for COVID- 19 Response Automatic Contact Tracing Database Development鈥 received the Best in Research Design and Best in Research Presentation awards. 

The programming competition included C++, Java, and Python 3 problems while the research contest had three phases: initial evaluation and screening phase, semifinals, and finals.

The event was sponsored by the National Chapter of the Institute of Electronics Engineers of the Philippines (IECEP) Inc. and duly organized by the IECEP National Student Affairs Committee, through the IECEP Manila Student Chapter (IECEP-MSC) and IECEP Rizal Student Chapter (IECEP-RSC).

Jacgil Antoni Oculam placed 8th with a rating of 88.10% in the Electronics Engineer Licensure Examination conducted by the Professional Regulation Commission last October 24-25, 2021. Engr. Oculam graduated with his B.S. Electronics and Communications Engineering degree (cum laude) from the University of San Carlos in December 2019.

Jacgil Antoni Ocular placed 8th in the 2021 Electronics Engineer Licensure Examination.

Aside from Oculam, nine other Carolinian engineering graduates successfully passed the Electronics Engineer board exam. Overall, 黑料社区 had a passing rating of 55.56% in the board compared to the national average of 47.84%.

Meanwhile, in the Electronics Technician Examination administered on October 26th, 黑料社区 garnered a 100% passing rate with 15 out of 15 passers. The examinations were held in 13 locations across the country including Cebu City last October.

Senior B.S. Electronics Engineering students Rebelyn Abillon, Christy Ann Tulod, Maureen Blanche Soliva earned 2ndrunner-up honors for their project called Improved Coastal Earth Battery Unit (i.C.E.B.U.) during the Engineering Festival for Humanity: Networking, Sharing, and Inspiring.

The project involved composting and using washed-up seaweeds as a resource for constructing a coastal earth battery unit (C.E.B.U) to charge batteries and light up low-power light emitting diodes (LEDs) and other devices.

The festival is one of the highlights of the Institute of Electrical and Electronics Engineers Region 10 Humanitarian Technology Conference (IEEE R10 HTC) held in Felfest Universitas Indonesia in Depok, Indonesia last November 12-14, 2019. This conference is a premier annual cross-disciplinary meeting that brings together technologists, engineers, scientists, investors, and representatives from NGOs, governments, academia, and industry to promte discussions and development in the areas of electrical, communication, computing, security, and disaster relief. Recent advancements in technology designed to improve the lives of impoverished communities were also presented.

The team, mentored by Engr. Erwin Daculan, was also one of 35 Haquathon finalists out of a competitive pool of nearly 100 applications. Haquathon, held last June 28-30, 2019 at the Alta Cebu Resort and Convention Center in Cordova, Cebu, is a search for tech-based solutions, which is a project of Save the Philippine Seas (SPS), the U.S. Embassy in Manila, and American Spaces, supported by @enjoyglobe, Amazon Web Services, and IBM Philippines.

Meanwhile, two recent graduates of the M.S. Electronics Engineering program presented their research papers during the 2nd World Symposium on Communication Engineering 2019 (WSCE 2019) held in conjunction with the International Conference of Electronics Communication Technologies 2019 (IECET 2019) held at the Nagoya Institute of Technology, Japan last December 20-23, 2019.

Ladlennon Banuag presented his paper on 鈥淒evelopment of a Patient Monitoring System for Hospital Wards Employing Zigbee Technology and CAN Protocol.鈥 Co-authored by Engr. Joseph Karl G. Salva, the developed system automates the patient monitoring system of vital signs such as heart rate, oxygen saturation, and body temperature with 100% reliability of data transmission even in non-line-of-sight (NLOS) condition for a distance of up to 40 meters. The final simulation tested with four volunteers successfully revealed an effective system that can work even in a multi-patients architecture. Banuag was recognized as one of the six Best Presenters at the conference (see photo above).

On the other hand, the paper on 鈥淒evelopment and Implementation of a TV White Space Geolocation Database for IEEE 802.11af System using the ITU-R P.1411 Recommendation鈥 was presented by Dainela Yve Pilapil on behalf of her co-author Engr. Alberto S. Ba帽acia. The study was able to provide an alternative computation for the calculation of the required keep-out distance for the protection of the Digital Television (DTV) users while a wireless local area network (WLAN) system is in operation within the vicinity of DTVs.

WSCE serves as a forum for the communication engineering community to collaborate on topics ranging from network, wireless, and systems to create new and innovative technologies.
