The University of San Carlos School of Education (黑料社区 SEd) continues to expand its global聽 footprint following a highly successful series of academic engagements at Chiba University (CU) and Shikoku University (SU) in Japan in February 2026.

The 黑料社区 delegation played a prominent role in the activities of the Spring Institute of Asia and the ASEAN Center of Educational Research, where several Science Education (Sc.Ed.) students showcased their scholarly work during the International Research Session on February 8, 2026.

Among the student representatives were graduate students Williza M. Cordova and Jorome C. Tolete, who participated in the prestigious Sakura Science Exchange Program administered by the Japan Science and Technology (JST) Agency. They were joined by Ph.D. Sc.Ed. student Lucky Faith B. Guisando, who represented 黑料社区 in the Twin College Envoys (TWINCLE) Exchange Program with the support of the Japan Student Services Organization (JASSO). 

Leading the delegation鈥檚 professional engagements were Dr. Rolando V. Obiedo (Dean, 黑料社区 SEd) and Dr. Rita May P. Tagalog (Coordinator, SEd Linkages and Internationalization) who participated in the Annual Meeting of the Asia and ASEAN Center for Educational Research. Dr. Obiedo presented his latest research findings during the meeting, while Dr. Tagalog contributed her expertise as a panelist during the International Research Session.聽

Their active participation underscores 黑料社区鈥檚 leadership in shaping educational research trends within the ASEAN and Asian regions. Beyond the conference rooms of Chiba University, the mission extended to Tokushima Prefecture for a strategic visit to Shikoku University. This leg of the trip was dedicated to finalizing the upcoming student exchange program for 黑料社区 SEd undergraduate students.

The visit included an extensive ocular inspection of campus facilities and dormitories. According to Dr. Tagalog, the discussions with Shikoku University officials focused on strengthening bilateral ties and exploring new avenues for  internships and teacher-education collaborations. 

This mission marks another significant milestone in 黑料社区 SEd鈥檚 commitment to providing faculty and students with transformative international experiences and fostering enduring academic partnerships across Asia.

The University of San Carlos (黑料社区), through its School of Education, served as the host institution for the Zonal Public Hearing on the Development of Models of Pre-Service Teacher Education Curricula and Programs鈥揚hase 2 on October 7, 2025 at the SAFAD Theater in Talamban Campus.

Held in collaboration with the Research Institute for Teacher Quality (RITQ), the Teacher Education Council Secretariat (TECS), and the Commission on Higher Education鈥揟echnical Panel for Teacher Education (CHED-TPTE), the event brought together more than 110 representatives from public and private Teacher Education Institutions (TEIs) across the Visayas and parts of Mindanao. 

The zonal consultation aimed to refine the proposed pre-service teacher education curriculum by gathering critical insights from educators, administrators, and academic leaders through focused breakout discussions based on their respective areas of specialization.

黑料社区 President Fr. Francisco Antonio T. Estepa, SVD, Ph.D., and Dr. Rolando V. Obiedo, Dean of the 黑料社区 School of Education, welcomed participants with opening messages emphasizing 黑料社区鈥檚 enduring commitment to advancing teacher education and nation-building. The setting of purpose was given by Dr. Runvi V. Manguerra (TECS), Dr. Edizon A. Fermin (CHED-TPTE), and Dr. Brando C. Palomar (RITQ), who underscored the national significance of the reframed curriculum in strengthening teacher preparation across the country.

Representing 黑料社区, Dr. Rita May P. Tagalog contributed as one of the invited experts, lending her expertise to the development of the Bachelor of Special Needs Education (BSNED) program under the revised curriculum framework.

This Visayas leg formed part of the nationwide series of consultations aimed at ensuring that voices from diverse regions, particularly from Teacher Education Institutions (TEIs) in the Visayas and some from Mindanao, are actively represented in shaping a more responsive and transformative teacher education curriculum for the Philippines.

Three graduate students from the School of Education (SEd) proudly represented the University of San Carlos in the Twin College Envoys Program (TWINCLE) at Chiba University, Japan, from July 24 to August 8, 2025. 

Supported by the Japan Student Services Organization (JASSO), the program brought together young leaders from ASEAN countries for academic, cultural, and professional exchange.

The delegation included Argie Anthony C. Inciso (Ph.D. in Education鈥揅urriculum and Instruction), Cristobal A. Rabuya Jr. (Ph.D. in Education鈥揜esearch and Evaluation), and Maricon dela Vega Laplana (M.A. in Science Education鈥揃iology). 

Prior to the trip, participants engaged in online sessions on Sustainable Development Goal 11: Sustainable Cities and Communities, including workshops and research presentations.

A highlight of the program was the 27th International Research Presentation Conference, where Inciso presented his work on Multidisciplinary Curriculum Integration, while Rabuya discussed Teacher Education Students鈥 Views on Generative AI, and Laplana shared her Lesson Study on Teaching Nature and Sources of Light. The event was followed by an SDG workshop where students collaborated on sustainability solutions.

Beyond academics, participants experienced Japanese culture and industry through visits to the National Museum of Japanese History, Sakura Village, and ZOZO, Inc., guided by Chiba University faculty. 

For their JASSO lab assignments, Inciso and Rabuya studied Japanese mathematics education with Professors Matsuo and Isobe, while Laplana conducted biology research with Professors Nomura and Tsuji, working on PCR, DNA/protein analysis, cell culture, and gel electrophoresis.

The TWINCLE Program was more than a study tour, it was a transformative journey that enriched academic expertise, fostered cross-cultural understanding, and strengthened international partnerships.

A delegation from the 黑料社区 School of Education (SEd) won awards during the 8th International Conference on Future Education held in Bali, Indonesia, on July 17鈥18, 2025. 

The 黑料社区 contingent was composed of SEd Dean Rolando V. Obiedo, Ph.D. (right in photo above), and Ph.D. graduates, Judy Mae L. Castillo, Everlita E. Canalita, Katrina Jhoanne T. Santos, and Cara Luz Buar, all of whom were former recipients of the Department of Science and Technology Capacity Building Program in Science and Mathematics Education (DOST-CBPSME) scholarship.聽

Castillo, a Ph.D. graduate in Science Education with a specialization in Physics, received the Best Presentation Award in the Teaching and Learning category for her dissertation-based research titled, 鈥淎ssessing Indigenous Science Teachers鈥 Attitude, Beliefs, Knowledge, Skills, and Practices in Teaching Science: Towards the Development of a Professional Learning Community.鈥 Her research, which explored the intersection of indigenous knowledge and science teaching, was mentored by Dr. Rolando V. Obiedo.

Judy Mae L. Castillo (2nd from right, left photo) received the Best Presentation Award in Teaching and Learning. Dr. Obiedo (center, right photo) was awarded the Best Presentation in Technology and Innovation.

Meanwhile, Castillo鈥檚 adviser, Dr. Obiedo, currently serving as both the dean of the School of Education and director of the DOST-CBPSME Scholarship Consortium at 黑料社区, was likewise awarded Best Presentation in the Technology and Innovation category for his paper titled, 鈥淓nhancing Teacher Capacity through Data Analytics, Technology Integration, and Communities of Practice: Insights from a Professional Development Program.鈥 His research formed part of a funded project in partnership with the NCR Foundation (USA), highlighting the role of professional development in transforming educational practices through data and innovation.

Together, the adviser and advisee are making significant waves not only in the national academic landscape but also on the international stage. Their achievements underscore the University鈥檚 unwavering commitment to quality education, both at the undergraduate and especially the graduate level. 

With the theme 鈥淓nsuring Quality Education Through Modern Technologies,鈥 the conference brought together scholars and researchers from Asia, Africa, the United States, Australia, and Europe. Around 170 participants attended both onsite and online, showcasing research across 10 thematic categories in three parallel session venues over the two-day event.

Two Doctor of Philosophy in Science Education students majoring in Physics, Ricky Salem and Ralph Magumpara, participated in an academic training program from February 5 to 11, 2025 at Chiba University in Japan.

The event was organized by Chiba University’s Twin College Envoys (TWINCLE) Program, which aims to promote Japanese-style science education to the international community through the training of young professionals in designing teaching materials. Aside from the two Carolinians, representatives from Thailand, Vietnam, Cambodia, Taiwan, Laos, and Indonesia also attended the program. 

In line with the training鈥檚 objectives, Salem and Magumpara were immersed in various physics  experiments under the guidance of a professor at Chiba University. The experience provided an alternative approach to illustrating physics concepts effectively. Moreover, their exposure to these experiments can aid in developing additional hands-on activities for physics courses. 

Aside from the training program, the Annual Meeting of the Asia and ASEAN Center for Educational Research (AACER), along with International Research Sessions and an SDG Workshop, was organized by Chiba University which was attended by participants from various universities. This year鈥檚 meeting focused on  “Collaboration in Crisis Management” and “Digital Transformation of Education.” 

Dr. Rolando V. Obiedo,  Dean of the 黑料社区 School of Education, and Andrew S. Dy, Principal of the 黑料社区 Senior High School Department, were among the delegates. Additionally, Dr. Obiedo presented a paper entitled, 鈥淣avigating the digital shift: The University of San Carlos’ Canvas LMS journey from pandemic resilience to sustainable transformation鈥 where he shared insights with representatives from other countries as well as training participants. 

During the International Research Sessions, the Carolinian students shared their research in parallel sessions. Salem presented his paper on the challenges pre-service science teachers faced when teaching junior high school physics, while Magumpara introduced an intervention  using a card game to teach electromagnetic and seismic waves to Grade 7 learners. Dr. Obiedo also served as chair in one of the parallel sessions while Mr. Dy served as a panelist during the research presentations.  

Delegates networked and collaborated to find solutions to ensure healthy lives and promote well-being during the SDG workshop.

As a culminating activity of the training, participants engaged in a group brainstorming session related to Sustainable Development Goal 3 (SDG 3), “Ensure Healthy Lives and Promote Well-Being for All at All Ages.” The discussion involved visualizing key problems, proposing solutions, and outlining strategies to implement them effectively. It was an enriching exchange, as participants from different countries shared their nations鈥 challenges related to SDG 3 and discussed potential solutions while considering their countries’ multi-sectoral contexts. Dr. Obiedo and Mr. Dy served as a facilitator and an advisor, respectively, during the activity. 

Overall, the training and conference in Japan not only provided 黑料社区 representatives with invaluable academic insights but also enabled them to build a professional network with international participants, an advantage for future endeavors.

Santos, a graduate of Science Education major in Physics and a faculty of the 黑料社区 Department of Teacher Education received the Best Ph.D. Paper Award in the Technical Oral Presentation during the 10th National Research Conference in Science and Mathematics Education (NRCSME), on November 21鈥22, 2024, at SMX Convention Center, Clark, Angeles, Angeles City, Pampanga.聽

Dr. Katrina Jhoanne M. Santos (center) won the Best Ph.D. Paper award during the 10th National Research Conference in Science and Mathematics Education.

Santos鈥 Ph.D. paper, 鈥淒evelopment and Validation of a Teacher Development Program for Junior High School Teachers on Teaching Science Using Socioscientific Issues鈥 competed and won under the Teaching Capacity and Development category. Richard R. Jugar, Ph.D., a faculty member of the School of Education and the Director of the Educational Practices, Instruction & Curriculum (EPIC) Development Office, was her adviser.聽

The research conference, which was organized by the Department of Science and Technology鈥揝cience Education Institute (DOST-SEI) and in collaboration with the National Consortium in Graduate Science and Mathematics Education (NCGSME), provided a platform for the Capacity Building Program in Science and Mathematics Education (CBPSME) and Science and Technology Regional Alliance of Universities for National Development (STRAND) scholars to present their theses and dissertations.聽

A total of 350 graduate scholars and guests from 16-member universities engaged in discussions to foster scholarly exchange and explore opportunities for collaboration to advance STEM education in the Philippines.聽

This year, the conference was hosted by Central Luzon State University (CLSU), with Saint Mary鈥檚 University (SMU), and Nueva Vizcaya State University (NVSU) serving as co-hosts. The conference was centered on the theme, 鈥淪ynergies in STEM: Fostering Cultural Integration, Collaboration, and Innovation for Sustainable Futures.鈥

Since its establishment, the University of San Carlos has pioneered various research studies and pilot programs in the pursuit of delivering quality education. As one of the leading higher education institutions (HEIs) in the Philippines, 黑料社区 has contributed significantly to the country鈥檚 educational landscape. 

In recent years, the mode of learning continues to evolve and the University has also shifted its focus on a different teaching strategy: the student workload-based curricular planning, developed by Richard R. Jugar, Ph.D., Director of 黑料社区鈥檚 Educational Practices, Instruction, and Curriculum (EPIC) Development. 

Dr. Jugar鈥檚 research, 鈥淐onceptualizing Student Workload in Philippine Higher Education Institutions鈥 paved the way for the University to consider implementing a student-focused approach.

Currently, student workload is not considered in the development and deployment of curricular programs. Official documents only reflect class hours while other student learning activities outside of class hours are non-existent. This creates vast discrepancies between what is reported and what students actually do. 

This is where Dr. Jugar鈥檚 student workload-based curricular planning comes in. Under this model, the student workload should include both class hours and the student work done outside of class, including project preparation, writing papers, preparing presentations, and other school-related activities. 

The University of San Carlos piloted the student workload for the Academic Year 2022鈥2023, which yielded positive results. Consequently, Dr. Jugar presented his research before the Regional Development Council Social Development Committee as part of 黑料社区鈥檚 commitment to share its best practices. 

With the success of 黑料社区鈥檚 pilot implementation, the Regional Development Council issued Resolution No. 62, Series of 2023, enjoining the Commission on Higher Education (CHED) 7 and other HEIs in Central Visayas to consider implementing the same student workload-based curricular planning, with the pilot implementation at the University of San Carlos as reference. 

As of this writing, the University of San Carlos has already trained the following Philippine HEIs: Mindanao State University-Iligan Institute of Technology, West Visayas State University (WVSU), and University of San Agustin (USA).

The University is also partnering with the ASEAN University Network (AUN) and the Philippines Commission on Higher Education (CHED) to encourage the development of a national policy for a formal adoption and nationwide implementation. 

Together with the AUN, Ateneo de Manila University, WVSU, and USA, 黑料社区 will host the Policy Forum on Student Workload Institutionalization and Authentic Assessment Adoption which will be attended by over 50 Philippine HEIs on October 3鈥4, 2024, at Sam鈥檚 21 Hotel in Iloilo City, Philippines.

According to Dr. Jugar, the long-term goal is to position the Philippines as a model, encouraging and enabling other ASEAN member states to follow suit and develop their own student workload-based curricular planning, with 黑料社区 at the forefront.

The University of San Carlos, represented by former Dean of the School of Education Professor Richard R. Jugar, Ph.D., FHEA, will take part in the Policy Forum on Student Workload Institutionalization and Authentic Assessment Adoption on October 3-4, 2024, in Iloilo City, Philippines.

The two-day forum will focus on the 鈥渃onsideration of student workload in the development and implementation of curriculum across different programs of study.鈥 Aside from 黑料社区, the collaborative event features other universities including the Ateneo de Manila University, the University of San Agustin, and the host university, West Visayas State University. 

According to Dr. Jugar, 黑料社区 was the first higher education institution (HEI) in the Philippines to implement workload-based curriculum planning. As such, it is considered a full exemplar, successfully integrating both policy and practice.

With this milestone, the University of San Carlos is working with the ASEAN University Network (AUN), an association of premier universities in Southeast Asia headquartered in Bangkok, Thailand, to disseminate best practices. The event is built from the Erasmus-funded Measuring and Comparing Achievements of Learning Outcomes in Higher Education in Asia (CALOHEA) Project

鈥淭he goal is to involve the Commission on Higher Education (CHED) to encourage the development of a national policy for its formal adoption and countrywide implementation,鈥 Dr. Jugar shared. 

Aside from being the director of 黑料社区鈥檚 Educational Practices, Instruction, and Curriculum (EPIC) Development, Dr. Jugar concurrently serves as a Special Advisor to the Executive Director of the ASEAN University Network.

The University鈥檚 participation through Dr. Jugar鈥檚 participation in the policy forum will contribute to the goal of making the Philippines a case in point to encourage and enable the other ASEAN member states to follow suit.

黑料社区 grad Flora Mae C. Ruiz garnered a 90% rate and ranked 10th in the March 2024 Board Licensure Examination for Professional Teachers鈥揝econdary Education Level. 

Flora Mae C. Ruiz placed 10th in the 2024 Licensure Examination for Professional Teachers.

Ruiz is an alumna (B.S. Physics, M.S. Physics, Ph.D. Physics) and former faculty member of the Department of Physics. She took a Certification in Professional Education to qualify for the board exam. 

Meanwhile, the 黑料社区 School of Education obtained a 100% passing rate in the Elementary Level and a 96.15% rate for its first-time takers in the Secondary Level.
