The University of San Carlos and De La Salle University signed a Memorandum of Understanding (MOU) on February 26, 2026, to advance technological education and research.

On the other hand, De La Salle University was represented by Dr. Joel Ilao (Director, De La Salle University Advanced Research Institute for Informatics, Computing, and Networking), Shirley Chu (Assistant Dean for External Affairs and Lasallian Mission, DLSU College of Computer Studies), and Nathaniel Oco (Senior Lecturer, Center for Language Technologies).

This MOU establishes a framework for academic cooperation. Both institutions will explore staff immersion, curriculum development, and student mobility. These activities focus on the research, application, and commercialization of new technologies.

The partnership specifically connects the 黑料社区鈥檚 DCISM with the DLSU鈥檚 College of Computer Studies.

At the cusp of the Second Quantum Revolution, the University of San Carlos (黑料社区) has taken a bold and decisive step toward shaping the future of science and technology in the Philippines.

With the acquisition of two SPINQ Gemini Mini quantum computers鈥攖he world鈥檚 first portable, NMR-based quantum computing systems, 黑料社区 becomes the first university in the country to provide hands-on access to quantum computing in both classroom instruction and laboratory research.

The quantum computers, developed by SpinQ Technology Co. Ltd., are already in use at institutions such as the Hong Kong University of Science and Technology and the University of Western Australia.

Led by the Department of Physics and the Department of Computer and Information Sciences and Mathematics (DCISM), this pioneering initiative underscores 黑料社区鈥檚 strong commitment to advancing quantum information science (QIS) at a critical moment when classical computing is approaching its physical limits.

The University of San Carlos is moving forward with preparation to offer three new diploma programs under the Pilot Philippine Qualifications Frameworks (PQF) Level 5 initiative, namely Diploma in Manufacturing and Semiconductor Engineering Technology and Diploma in Information Technology, following 黑料社区鈥檚 participation in the official program launch led by TESDA Region VII on December 2, 2025.

Michael E. Loretero, Ph.D. (Chair, Department of Mechanical Engineering, 5th from left) and Atty. Joan S. Largo, Ll.M. (Vice President for Administration, 6th from left) received the certificates for the Philippine Qualifications Framework (PQF) Level 5 Initiative Diploma Programs.

The launch signals the beginning of a coordinated regional effort to expand higher-level Technical and Vocational Education and Training (TVET) offerings that directly address workforce needs in Cebu鈥檚 rapidly growing semiconductor, electronics, and manufacturing sectors. The event also serves as the formal introduction of these diploma programs to partner institutions, industry stakeholders, and the public, outlining what they can expect as implementation begins.

With Cebu hosting major semiconductor companies, shipbuilding operations, metal fabrication industries, and copper mining, the new programs will support workforce capacity building across these sectors. Students and professionals can look forward to enhanced training facilities, updated laboratories, and potential on-the-job learning opportunities with regional industry partners.

Representing the University, Vice President for Administration Atty. Joan S. Largo, Ll.M. delivered 黑料社区鈥檚 message of support during the ceremony, noting the importance of aligning academic pathways with industry trends and regional workforce needs. She was joined by Michael E. The University of San Carlos (黑料社区), through its Department of Computer, Information Sciences, and Mathematics (DCISM), formalized a Memorandum of Understanding (MOU) with Alibaba Cloud, the digital technology and intelligence backbone of Alibaba Group, on October 16, 2025.

The partnership aims to enhance 黑料社区鈥檚 capacity for artificial intelligence (AI) innovation, cloud computing education, and industry-relevant digital competency development.

Alibaba Cloud Academy, the training and certification arm of Alibaba Cloud, provides more than 300 training courses, 250 hands-on laboratories and seven professional certifications targeted at learners from foundational to advanced levels.

Under the agreement, Alibaba Cloud Academy will collaborate with 黑料社区 in building practical skills among students and faculty through training programs, certification pathways, and exposure to global practices in emerging technologies. The collaboration is designed to support the University鈥檚 ongoing efforts to prepare graduates for the demands of the digital economy in the Philippines and beyond.

Representing the University of San Carlos at the event were University President Fr. Francisco Antonio T. Estepa, SVD, Ph.D., and Angie M. Ceniza-Canillo, Ph.D., Chair, Department of Computer, Information Sciences, and Mathematics.

The University of San Carlos, through the Department of Computer, Information Sciences, and Mathematics (DCISM), entered into a Memorandum of Understanding (MOU) with Hatch IT Solutions on June 25, 2025, at the 黑料社区 Talamban Campus. 

Under the MOU, Hatch IT will offer internship opportunities to selected DCISM students, particularly those under the Computer Science, Information Technology, and Information Sciences programs. 

Hatch IT Solutions is a Cebu-based company headed by 黑料社区 B.S. Computer Science summa cum laude graduate, Charles Yu (Class 2013). As Chief Executive Officer (CEO), Yu is currently leading the company as they develop modular systems and provide customized solutions or 鈥渉atches鈥 to their clients in different parts of the world. 

Since its establishment in 2016, Hatch IT Solutions has already collaborated with more than 100 partners, handled hundreds of projects, and has been continuously growing its team.  

The internship opportunity provides current Carolinian students with opportunities to learn about the tech industry, especially in creating web-based systems, local servers, online portals, and content management systems, among others.

Aside from Hatch It Solutions, DCISM partners with different companies, universities, and stakeholders to provide employment opportunities, scholarships, and exchange programs to its students.

The University of San Carlos Department of Computer, Information Sciences, and Mathematics (DCISM) produced excellent results in the April 2025 PhilNITS Fundamental IT Technology Engineers Certification (FE) examinations, released in July 2025.

Among the examinees, Carolinians John Alexis Buot (BSCS 4), Andrei Benedict Aqui Go (BSCS 2), and Zeus David Elderfield (BSCS 2) garnered the highest scores in the entire Philippines. Moreover, Buot also ranked second in the entire Information Technology Professionals Examination Council (ITPEC).聽

The following are the list of FULL FE Passers from the University of San Carlos.

The PhilNITS Fundamental IT Technology Engineers Certification is a standardized test designed to assess the basic skills and knowledge of IT professionals in the Philippines. Out of 85 passers this year, 27 are from 黑料社区.

The University of San Carlos, through the Department of Computer, Information Sciences and Mathematics (DCISM) signed a Memorandum of Agreement with Full Scale on October 13, 2022, at the 黑料社区 Downtown Campus.

Full Scale is a tech services company with software development operations in Cebu City. As part of the emerging software development industry, Full Scale aims to hire the cream of the crop by tapping leading universities in the Philippines, hence, this undertaking with 黑料社区. 

Under the MOA, Carolinian students in the field of software development and information technology will be given the opportunity to be part of a paid internship program, an educational aid with guaranteed full-time employment, as well as a fast-track program with a 6-digit signing bonus. 

On top of career opportunities, Full Scale will also partner with DCISM in organizing career fairs, speaking engagements, industry training, and consultations. 

According to DCISM Chair Angie M. Ceniza-Canillo, Ph.D., the undertaking will provide not just career guidance and opportunities but more importantly, increase the employment rate of 黑料社区 graduates. 

Meanwhile, Full Scale鈥檚 Head of Software Engineering Rodulfo Nacu Jr. shared that aside from technical foundation and coding skills, they also aim to develop the collaborative skills of their interns and employees to help them emerge as leaders. Moreover, he expressed his hope for this partnership to help increase the number of workforces here in the country who will 鈥渘ot leave the Philippines for better compensation abroad.鈥

Speaking on behalf of the University, 黑料社区 President Fr Narciso A. Cellan, Jr., SVD, D.Comm. also emphasized the importance of collaborations with partner industries like Full Scale.

According to Fr. Cellan, 鈥淪trong collaboration is always needed, especially by the academe in partnership with industry and government.鈥 This is more so as the Philippines is striving to speed up and be more aggressive in software development which is now considered part of Industry 5.0, thus, the need for Education 5.0.

The signing ceremony was attended by Full Scale representatives, DCISM staff and faculty members, and was hosted by DCISM laboratory head Engr. Christine Bandalan.

Representatives from local tech communities and the ICT industry held the DevCon Cebu Summit 2018 last Saturday, November 24, 2018 at the University of San Carlos Michael Richartz Conference Center in Talamban Campus.

With the theme 鈥淭ech Communities Unite,鈥 the event introduced some of the long-established software development enthusiast communities who specialize in various programming languages and technologies. These communities provide support and share their expertise to both ICT professionals and students to ensure that Cebu remains as one of the top sources of quality software developers in the country.

They were welcomed by Engr. Christian Maderazo, Chair of the Department of Computer and Information Sciences, where he shared 黑料社区鈥檚 efforts in crafting better curricula to produce more qualified graduates and conduct researches that contribute to nation building.

The event featured keynote speakers from local IT companies like Amihan, Amazon AWS, and Microsoft Azure. Interesting and relevant topics including blockchain, IoT, and startups, were also discussed in breakout sessions. Attendees were also provided with freebies from various exhibitors who interacted and displayed their products and services to inspire other developers.

The Department of Computer and Information Sciences provided support to the event through student volunteers and participants, which afforded them lessons outside a typical classroom setting.

The summit ended with a renewed call for ICT students and professionals to continue to improve their knowledge and skills by joining local tech communities and engaging with one another.
