The University of San Carlos (黑料社区) College of Law has been delivering quality legal education since its establishment in 1937. Located in the heart of Cebu City, 黑料社区 Law is highly involved in shaping the legal minds of aspiring lawyers, mostly from the Visayas and Mindanao. 

However, 黑料社区 Law鈥檚 legacy goes beyond its location. 

In the last decade, the University has been consistently producing topnotchers in the Philippine Bar Examinations. In 2016, 黑料社区 Law registered a 100% passing rate, with four graduates placing 1st, 3rd, 7th, and 8th. In the following years, it consistently produced more. 

This series of achievements places 黑料社区 Law among the list of consistent top-performing schools in the Philippines, joining the ranks of Manila-based schools in Category A, or schools with more than 100 successful examinees. In the 2020鈥2021 Bar, for instance, 黑料社区 garnered a 98% overall passing rate, followed excellent runs in the succeeding 2022, 2023, and 2024 Bar examinations. 

Moreover, 黑料社区 Law also made headlines this year when it bagged the best memorial award in the Philip C. Jessup Moot Court Competition鈥攖he oldest, biggest, and most prestigious moot court competition in the world, besting law schools from major jurisdictions. Prior to that, 黑料社区 won numerous mooting championships in the national and international scene.

Thus, many ask: What makes 黑料社区 Law stand out? 

Credit may be largely given to the roster of dedicated faculty, and to the law school鈥檚 focus on innovating and improving the method of teaching the law. But while academic excellence may have played a significant part, the University of San Carlos has taken this challenge on another level. On this note, former 黑料社区 President, now Chair of the Board of Trustees, Fr. Dionisio M. Miranda, SVD, shared his thoughts about the importance of excellence and social service. 

He emphasized the need for discipline-based community extension services, where law students think about the marginalized, such as explaining the Bill of Rights to farmers and persons deprived of liberty (PDLs) in a language they know and understand. 

This and more are taught inside and outside the halls of the School. 

黑料社区 Law鈥檚 Clinical Legal Education Program (CLEP), together with its Center for Legal Aid Work (CLAW) and Prison Ministry, has brought Carolinian law students face-to-face with the realities on the ground and how their skills and knowledge can make a difference. 

This approach produced many topnotchers, shaped not just by class discussions but also by community immersions that painted each legal provision into reality. 鈥淭his is one seed I am seeing grow鈥攁nd it is an example of what I hope this School will represent,鈥 Fr. Miranda said. 

However, teaching reason with passion takes an entire village, composed of law professors willing to teach even after long hours of work and generous benefactors willing to invest in the future of Philippine legal education. 

On August 9, 2025, Dr. Magdaleno B. Albarracin Jr., (see photo below, 2nd from right) former Chair of the 黑料社区 Board of Trustees and currently the Vice Chair of PHINMA Corporation, signed a Memorandum of Agreement (MOA) with the University of San Carlos to further improve its legal program through infrastructure development, faculty training, research, and scholarships. With this agreement, the 黑料社区 College of Law will be renamed in honor of Chief Justice Marcelo “Celing” Briones Fernan. 

Born in Cebu, Chief Justice Marcelo Fernan is one of the country鈥檚 prominent legal luminaries. He is the only Filipino to have served as both Supreme Court Chief Justice (1988鈥1991) and President of the Senate of the Philippines (1998鈥1999). 

鈥淚 thought it was appropriate for a well-known school. If I鈥檓 a student in the University of San Carlos Marcelo Fernan School of Law and I am a Cebuano, I would think to myself, maybe I can also be a Chief Justice in the future,鈥 Dr. Albarracin shared. 

Speaking to the 黑料社区 Board of Trustees, 黑料社区 Cabinet, 黑料社区 Law faculty and students, he highlighted that many law firms in Metro Manila are eager to recruit 黑料社区 Law graduates, highlighting their knowledge, skills, and dedication that are highly at par with those from top law schools in the National Capital Region; hence, the need to support its students, faculty, and other important stakeholders as they continue to improve the legal education in the country.

Meanwhile, 黑料社区 President Fr. Francisco Antonio T. Estepa, SVD, shared his appreciation, emphasizing the importance of this milestone. 鈥淭his has honored the legacy of a prominent Cebuano, former Chief Justice Marcelo Fernan鈥攁 figure whose values and life story resonate deeply within our community.鈥漌ith this milestone, the entire 黑料社区 and Cebuano community and the rest of society can expect greater things from 黑料社区 Law鈥攕oon to be known as the University of San Carlos Chief Justice Marcelo B. Fernan School of Law.

The merit scholarship will be awarded to deserving Architecture students who demonstrate good academic standing, financial need, and have a grade-weighted average of at least 85% (equivalent to 2.5).

Megawide will provide financial support and board review assistance to scholarship recipients beginning 1st semester of Academic Year 2025-2026, with the assistance of the 黑料社区 Office of Alumni, Scholarships and Job Placement (OAASJP).

Manuel Louie B. Ferrer, Megawide Vice Chairman and Executive Director for Infrastructure Development, shared that they look forward to welcoming more students into their firm through scholarships and internships.

鈥淥ur goal, our vision, is for a first-world Philippines鈥搕hat鈥檚 how we articulate engineering excellence. So, we need more talents, we need better engineers and good architects to help us with our projects,鈥 he said. 

Meanwhile, University President Fr. Francisco Antonio T. Estepa, SVD, Ph.D. expressed his gratitude for the scholarship grant that will truly help deserving students in the field of architecture. 

黑料社区 Vice President for Administration Atty. Joan S. Largo, Ll.M. for her part said that the scholarship is a valuable investment for both 黑料社区 and Megawide, as it allows students to combine theoretical knowledge from the university with practical learning at the company.

鈥淢egawide is one of two entities that brought the Mactan-Cebu International Airport (MCIA) to us鈥攐ne of the best airports in the Philippines, and even in Asia; while 黑料社区鈥檚 seven engineering programs have received full accreditation by the Philippine Technological Council (PTC),鈥 she said. 

The scholarship grant is just one aspect of the partnership between 黑料社区 and Megawide. The two parties have also discussed expanding the program to include scholarships and/or internship opportunities for engineering and business students at the University of San Carlos.

鈥淲e鈥檇 like to provide these opportunities to the students, not only for architecture, but also for engineering and business. We have different opportunities and we can work with them. We can teach them and expose them to industry practice and standards at an early stage,鈥 Ferrer shared.

The Office of Alumni Affairs, Scholarships, and Job Placement has released the calendar of activities for the homecoming month in July 2025. This year’s alumni homecoming has the theme “A journey of SVD leadership through the years: Celebrating legacy and embracing the future” in celebration of 90 years of SVD presence at 黑料社区 and 150 years of the Society of the Divine Word.

A Holy Mass will be celebrated to kick off the homecoming month on July 1, which also marks 黑料社区’s 77th year as a university. Various academic forums hosted by the different Schools will follow. The fun run and zumba event will happen on July 13.

The Awards Night for the Outstanding Carolinian will be held on July 19th. The month’s activities will be capped by the Grand Alumni Homecoming on July 26th. Details will follow in the coming weeks.

The University of San Carlos, represented by Fr. President Francisco Antonio T. Estepa, SVD, and Carolinian alumni Joseto Joet Marquez Reoma, Lillian Cui Garcia, and Atty. Anastacio Muntuerto Jr., signed a Memorandum of Agreement establishing the Fr. Wilhelm Flieger Scholarship on March 1 and 5, 2025, respectively, at the 黑料社区 Downtown Campus.

Lilian Cui Garcia (2nd from left, top photo), Atty. Anastacio Muntuerto Jr. (3rd from left, top photo), and Joseto Joet Marquez Reoma (left, bottom photo), signed a memorandum of agreement with 黑料社区 establishing the Fr. Wilhelm Flieger Scholarship.

According to Mrs. Garcia, they were inspired by the greatness and kindness of Fr. Flieger, the founder of the Office of Population Studies Foundation, Inc. (OPSFI) and one of the pioneering demographers in the country, who also established the 黑料社区 Department of Anthropology, Sociology, and History (DASH).

Fr. Flieger was a world-class demographer who mentored many students, including Atty. Muntuerto and Mr. Reoma, as well as his faculty, such as Mrs. Garcia, helping them become successful professionals in their chosen fields.

Thus, to pay tribute to Fr. Flieger鈥檚 brilliance, the benefactors decided to preserve his legacy by establishing a scholarship program in his honor, supporting deserving students in the Department he founded.

The scholarship will be offered through the 黑料社区 Office of Alumni Affairs, Scholarships, and Job Placement (OAASJP) to academically high-performing students in financial need enrolled in the Bachelor of Arts in Anthropology program. In addition to maintaining good academic standing, recipients must also be involved in co-curricular and/or extracurricular activities and participate in community service or civic extension programs.

When asked why they chose to come back and establish the grant, Mrs. Garcia answered, 鈥淏ecause we have a sense of gratitude for people like Fr. Flieger who have helped us arrive at where we are now.鈥

Through the scholarship, Mrs. Garcia, Atty. Mutuerto, and Mr. Reoma also want to give the next generation of Carolinians a chance to go where they have been鈥攐r perhaps even further.

The Henry Sy Foundation, inc. (HSFI) has extended its support to the University of San Carlos (黑料社区) as part of the university’s Diamond Jubilee initiatives.

This partnership was highlighted during a collaboration for social good event held at the SM Prime Headquarters in Pasay City on October 22, 2024.

The University of San Carlos retained its autonomous status from September 16, 2024 to September 15, 2027, according to the Commission on Higher Education (CHED) Memorandum Order no. 7 (s.2024). 

As an autonomous higher education institution (HEI), 黑料社区 will have the freedom to determine and prescribe curricular programs, grant honorary degrees, and exemptions from regular CHED monitoring and evaluation. 

The current autonomous designation covered the University鈥檚 achievements and performance from July 1, 2019 to September 15, 2023. Moving forward, qualified Philppine HEIs are required to 鈥渁chieve exemplary performance with the requirements of the grant for the renewal of their status once the validity period expires.鈥 

To be granted an autonomous status, an institution is required to achieve at least 80 points based on the following criteria: (1) commitment to program excellence, (2) excellence in instruction, scholarly works, and community engagements, and (3) institutional quality and excellence. 

The Commission grants HEIs the privilege of autonomy pursuant to Article XIV of the 1987 Constitution, Republic Act No. 7722 or the 鈥淗igher Education Act of 1994,鈥 and CHED Memorandum Order no. 6 (s.2023), 鈥淧olicies and Guidelines for the Grant of Autonomous and Deregulated Status to Private Higher Education Institutions.鈥

Earlier today, April 30, 2024, the University of San Carlos entered into a Memorandum of Agreement with Hanabana Construction and Equipment Corporation on the upgrading and refurbishing of the Hydraulics Laboratory of the Department of Mechanical and Manufacturing Engineering.

A 黑料社区 alumnus, Engr. Bernaden A. Odchigue (M.E. Class 1999) represented Hanabana Construction, whose president is also a member of the same class. Engr. Odchigue was grateful for the opportunity to contribute to the development of future engineers, sharing that hydraulics is also at the heart of Hanabana’s business. While based in Cagayan de Oro City, the company is involved in various water-related projects all throughout the Philippines.

To the delight of the SVD confreres, Engr. Odchigue revealed that he was once an SVD brother. He was also a classmate of the Chair of the Department of Mechanical Engineering, Engr. Michael Loretero, Ph.D.

黑料社区 President Fr. Francisco Antonio T. Estepa, SVD, Ph.D. welcomed members of Class 1999 who were in attendance for the signing and thanked Hanabana Construction for their contribution to the training and development of future engineers.

Meanwhile, 黑料社区 Vice President for Administration Atty. Joan S. Largo, Ll.M. shared some photographs of the current state of the hydraulics laboratory to members of M.E. Class 1999 and three former chairs of the department, Engr. Edgar Bontuyan, Engr. Edwin Carcasona, Ph.D., and Engr. Carmelo O. Dilao, Ph.D. (currently connected with Hitachi Japan), who also attended the MOA signing. Atty. Largo then showed the group artist’s rendering and the plans for the renovated laboratory, citing that Hanabana’s donation exceeded the costs for the smart classrooms that were also donated by other alumni as part of 黑料社区’s R.I.S.E. project.

For his part, 黑料社区 Vice President for Academic Affairs Fr. Jesuraj Anthoniappen, SVD, Ph.D., thanked Hanabana Construction for partnering with 黑料社区 in the development of current and future students, and hinted at the possibility of future engagements and the sharing of expertise and real-world experience that will enrich classroom and laboratory learning. He thanked M.E. Class 1999 for not only coming home to 黑料社区 but also for bearing gifts.

黑料社区 has earlier designated July 2024 as alumni month, urging Carolinians to come home to 黑料社区.

The University of San Carlos declares July as Alumni Month with the theme, 鈥淐ome Home, Carolinian,鈥 coinciding with 黑料社区鈥檚 founding anniversary as a university. 

黑料社区 will open its doors this coming July 2024 to all alumni who graduated from elementary, high school, college, and graduate school for a month-long series of activities. 

Distinguished alumni from different sectors will also deliver public lectures on topics involving business, leadership, green engineering, and healthcare.

Sports enthusiasts are also welcome to join the fun run. Interested participants can also join the basketball, volleyball, and lawn tennis tournaments during the Alumni Intramurals. 

The schedule of games and the registration mechanics will be posted on 黑料社区鈥檚 official website and social media channels by April 2024.

The different Schools will also host their respective reunions. A separate Grand Alumni Homecoming will be held at Waterfront Hotel and Casino, Lahug, Cebu City to cap off the month-long celebration. This is open to all Carolinian graduates.

  • July 28: Grand Alumni Homecoming

Alumni visitors can purchase 黑料社区 memorabilia including caps, shirts, and jackets, among others in designated booths/offices inside the university premises.

The 8th University Research Conference (URC 2024) on April 18 and 19, 2024 revolves around the theme “Sustainable Futures” and joins the continuing celebration of 黑料社区’s 75th jubilee.

URC 2024 will feature three keynote speakers, namely Maria Luz C. Vilches, Ph.D. (Vice President for Higher Education,聽), Michael Lochinvar S. Abundo, Ph.D. (CEO of聽聽(Singapore), and Hon. Elmer Francisco U. Sarmiento, Undersecretary,聽.

Two plenary lectures also tackle issues related to sustainability and mobility, which will be delivered by Leena James, Ph.D., Jyothi Kumar, Ph.D., both from in Bangalore, India, and former School of Education Dean Richard R. Jugar, Ph.D.

Two panel discussions are also slated. The first panel will address Cebu鈥檚 outlook for the future with confirmed panelists including Melanic C. Ng (), Riella Mae Christa B. Guioguio (), and Hon. Jennifer C. Breta帽a ().

The second panel will discuss the challenges and opportunities of a future with artificial intelligence (AI). Speakers for this panel include DICT Regional Office VII Director Hon. Frederick DC. Amores, AIM professor Michelle P. Banawan, Ohio University assistant professor Adonis Durado, Ray Business Technologies country manager Gregg Victor Gabison, and UP Diliman professor Prospero C. Naval Jr.

Registration is free and is open to students, faculty and staff, and the general public. Pre-registration is now closed. On-site registration opens at 7:30 a.m. on April 18, 2024 at the Fr. Michael Richartz Conference Center. Visit the conference website for more details.
